No repeal for New Jersey's state welfare law. Child advocates are criticizing New Jersey for not checking 28-thousand children who were born to welfare mothers in the past six months. A study released Monday found the state's welfare reform law is leading more poor women to have abortions or use contraception. The family cap denies additional benefits to welfare mothers who have more children. Governor Whitman previously had promised to rethink the policy if research proved that it led to more abortions. But Whitman now says the family cap is here to stay. She says that even though the number of abortions increased, the rate among those on welfare was steady. Assemblywoman Diane Allen of Burlington County says children are being born into greater poverty than they should be. The Republican is seeking to repeal the law. The National Organization for Women and the American Civil Liberties Union are seeking to declare it unconstitutional.
