Mayor Giuliani may be touting his quality of life crackdown.
But the quality of life of a lot of the city's kids can't be solved by ticketing bums for urinating in the street.
A children's advocacy group paints a bleak portrait of life for many of New York's kids, citing increased poverty, homelessness and a jump in births to teen-age mothers.
The group says things have deteriorated in the first five years of the decade, and government budget cuts make the outlook even worse.
