The Westchester County Courthouse in White Plains has flunked the flag test.
Yes, the American flag is being incorrectly displayed at Westchester's seat of justice.
Gannett Suburban Newspapers reports the flag was displayed correctly in only 10 of the 23 courtrooms.
The U.S. Flag Code says free-standing flags should be on "the speaker's right as he faces the audience." In the courthouse, however, most were on the judge's left.
