The state Senate is to vote today on a bill that would ban certain late-term abortions.
The bill would hold doctors who perform so-called partial-birth abortions criminally liable.
Governor Whitman wants provisions allowing the procedure when it is the best choice for preserving the mother's health.
Abortion opponents say the health amendment is a loophole that would nullify the ban.
