Salomon Brothers raised its rating on the shares of RJR Nabisco Holdings Corp to buy from hold, saying it thinks there will be a tobacco settlement, says the Associated Press.

Talks between the tobacco industry and state attorneys general who are suing the industry, have been going on since April.
