Getting a handshake onto paper is apparently a slow, tedious process.
And that's why there is still no new rent control law on the books in Albany.
State leaders hope that finally, today, they'll be able to bring the bill extending rent controls for another six years up for a vote.
Governor Pataki says the lawyers are making "tedious, but significant progress."
