Update: The governor says he can't be sure neighborhoods surrounding the reactor are safe.
The Connecticut Yankee nuclear reactor has been shut down for more than a year, but officials say the plant still is contaminated by radioactive fuel residue.
Gov. John G. Rowland and the state attorney general on Tuesday blamed the Haddam Neck plant's past managers, holding them responsible for a mess that has spawned a multimillion dollar cleanup bill.
Attorney General Richard Blumenthal called the plant "an undocumented, unanalyzed nuclear waste dump."
The state is looking into criminal charges for those responsible for the mess.
