A state tax department analyses says it is not clear what effect the waiver of state sales taxes on clothing in January had on sales and consumer patterns.
Analysts say sales were up for that compared with an average January week, but there was no jump in the first quarter of 1997 -- indicating that a long-term increase in clothing sales may not occur because of a clothing tax waiver.
